They’re not looking for the concrete deportation plans; they want general background on what the infrastructure looks like, so they can file challenges with the correct factual details quickly if shit does kick off.
For example, if they get the tail numbers on all the planes they can track them in flightaware or in a worse case by recruiting spotters. If they want to file a lawsuit, they’re gonna need to know some details about who got sent where and when.
And, it’s also more likely that the Biden administration will cooperate giving them the information they’d need to take legal action under Trump.
Biden does not control ICE, it’s a rogue agency that he was too pathetic to pull the plug on.
